Famitsu expects 1.5 million for FFXIII which is pretty low. Final Fantasy games normally sell around 2 million+ in Japan.

I just checked the PS3 install base in Japan. It's near 4 million, so 1.5 million sounds reasonable. Kinda disappointing for an FF game.
